f In accordance with the provisions of 10 CFR 2.201, Georgia Power Company (GPC) submits the enclosed information in response to NRC Inspection Report 50-424/87-64 which concerns the inspection conducted by Dr. H. B. Gloersen, Ms. S. S. Adamovitz, and Mr. C. A. Hughey of the NRC Region II staff on November 16-20, 1987.

A copy of this response is being provided to the NRC Region II office for review.

In the enclosure, transcription of the NRC violation precedes GPC's response.

- GeorgiaPower A ENCLOSURE PLANT V0GTLE - UNIT 1 NRC DOCKET 50-424 OPERATING LICENSE NPF-68 NRC 00TICE OF VIOLATION 87-64-01 AND GPC RESPONSF, VIOLATION 50-424/87-64-01 "10 CFR 20.201(b) requires that each licensee make or cause to be made such surveys as may be necessary to demonstrate compliance with the regulations and which are reasonable under the circumstances to evaluate the extent of radiation hazards that may be present.

10 CFR 20.201(a) defines survey to mean an evaluation of the radiation hazards incident to the production, use, release, disposal, or presence of radioactive materials.

10 CFR 20.103(a)(3) requires that for purposes of determining compliance with the requirements of this section, the licensee shall use suitable measurements of concentrations of radioactive materials in air for detecting and evaluating airborne radioactivity in restricted areas.

Contrary to the above, the requirement to perform evaluations necessary to demonstrate compliance with 10 CFR 20.201(b) and 20.103(a)(3) was not met in that the licensee failed to verify correctly the volume of the geometry used to conduct surveys of airborne radioactivity within the plant which resulted in inaccurate gamma spectroscopy measurements.

This is a Severity Level V violation (Supplement IV)."

RESPONSE TO VIOLATION 50-424/87-64-01 Admission or denial of alleaed violation:

The violation occurred as stated.

Reason for the violation 1 The violation occurred because an incorrect value for the volume of the "one liter" Marinelli beaker was used in the calibration of a backup system available for use in release calculations.

The correct volume was 1230cc, whereas 1100cc was used in the calculations.

The incorrect value for the volume was the result of personnel performing a volume measurement of the beaker without including the space contained in the top tubing of the beaker.

In addition, the efficiency versus energy calibration curve which was used was incorrectly based on a solid standard, and no correction for attenuation was applied to the effi:iency Curve.

NRC NOTICE OF VIOLATION 87-64-01 AND GPC RESPONSE Corrective steos which have been taken and the results achieved:

On November 25, 1987, the "one liter" Marinelli beaker was taken out of service (discontinued for use) in the Health Physics (HP) Counting Room and replaced with a "4.6 liter" Marinelli beaker with proper volume and efficiency curve.

The beaker was calibrated with an accepta.ble medium to account for any attentuation corrections needed.

Corrective steos which will be taken to avoid further violations:

A "one liter" Marinelli beaker with the proper attentuation corrections has been ordered and will be used to correct the noted problems in the HP Counting Room.

By February,1988, the HP Counting Room is expected to be using the same computational software as that used in the Chemistry Counting Room.

Cross-checks to ensure consistency between the HP and Chemistry Counting Rooms will be implemented in June, 1988.

Date when full comoliance will be achieved:

Full compliance was achieved on November 25, 1987 with the use of the "4.6 liter" Marinelli beaker with proper volume and efficiency curve.
