SUBJECT:
COMANCHE PEAK STEAM ELECTRIC STATION DOCKET N05. 50-445 AND 50-446 REACTOR COOLANT PUMP WIRING SDAR:
CP-88-07 (INTERIM REPORT)
Gentlemen:
We are hereby reporting a significant deficiency involving reactor coolant pump (RCP) wiring under the provisions of 10CFR50.55(e).
The required information follows.
DESCRIPTION During the design validation process, we observed that cable installations within the 6.9 KV switchgear for the reactor coolant pumps were not installed in accordance with Regulatory Guide 1.75 and Electrical specification 2320-ES-100, "Electrical Erection Specification."
Specifically, green and orange Class 1E cables from the two safety trains are terminated together; the green and orange cables from both safety trains terminate with black non-Class 1E cables; and the green and orange cables violate the required minimum 6 inch separation from the black cable terminations.
This deficiency apparently was caused by a failure to sufficiently define adequate cable separation criteria in the original design of Class 1E circuits within the RCP 6.9 kV switchgear.
SAFETY IMPLICATIONS Failure to adequately establish cable separation criteria could result in misoperation of the affected Class 1E circuits and equipment.
This issue represents a significant deficiency in final design as approved and released for construction such that the design ' Joes not conform to the criteria stated in the FSAR.

Electrical separation design criteria have been established and documented in Ossign Basis Document DBD-EE-057, "Separation Criteria." The current configuration will be evaluated to assure proper isolation and separation of-Class IE and non-Class 1E circuits, cables and devices.
A definitive schedule for the completion of these corrective actions will be provided in our next
- report.
Our next report on this issue will be submitted no later than April 11, 1988.
Very truly yours,
