NRC INSPECTION REPORT 70-7002/98016(DNMS) AND NOTICE OF .

4 On October 23,1998, the NRC completed a routine maintenance and surveillance, and training

[ inspection at your Portsmouth Gaseous Diffusion Plant. The purpose of the inspection was to determine whether activities authorized by the Certificate were conducted safely and in

, accordance with NRC requirements. At the conclusion of the inspection, the inspector discussed the findings with members of your staff.

; Areas examined during the inspection are identified in the report. Within these areas, the i l

inspection consisted of a selective examination of procedures and representative records,

interviews with personnel, and observations of activities in progress. Based upon the results of the inspection, the NRC has determined that a violation of NRC requirements occurred.

The violation is cited in ths enclosed Notice of Violation'(Notice) and the circumstances ,

surrounding the violation are described in detail in the enclosed report. The violation is of l concem because safety-related valves, with closing times in excess of the performance limits )

specified in the Safety Analysis Report, were not identified in a timely manner, in part, due to  ;

your staff's failure to ensure that the measuring and test equipment used to time value closure i was of the proper type, range, and accuracy. j U l' You are required to respond to this letter and should follow the instructions specified in the enclosed Notice ^when preparing your response. The NRC will use your response, in part, to determine whether further enforcement action is necessary to ensure compliance with regulatory requirements.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its

' enclosures will be placed in the NRC Public Document Room.
