f ENCLOSURE 1 RESPONSE TO NRC INSPECTION REPORT NOS. 50-327, -328/87-44 REQUEST FOR ADDITIONAL INFORMATION 1.

"TVA's decision to research only material suppliers who appear on the safety related supplier list may have been inadequate for the following reasons:

Although Ray Miller, Inc. did not appear on the safety-related supplier list, in two instances safety-related material had been purchased directly from Ray Miller, Inc.

Although Hajoca Corporation does not appear on the safety-related supplier list, evidence of at least four purchase orders for safety related material was presented to the NRC team during this Inspection.

The four contracts were:

624117, 536036, 827923-2, and 820260-4."

TVA's Response to Item I First bullet Ray Miller, Incorporated, Decatur, Georgia, was listed on revision 3 of the Operations Quality Assurance Branch Qualified Suppliers List (QSL) as an acceptable supplier for material procured with a Certificate of Conformance (C0C) only.

See attached H. J. Green to R. L. Lumpkin memorandum dated February 7, 1983, which removed this vendor from the QSL.

The two instances of material purchased from Ray Hiller were included in TVA's March 22, 1984 response to the NRC Inspection & Enforcement (IE)

Bulletin 83-07, and both were furnished by Ray Miller, Inc., of Decatur, Georgia.

Second bullet Hajoca Corporation of Chattanooga is identified in the fraud data base of IE Bulletin 33-07 as having received one order of apparently fraudulent material from Ray Miller and the secondary recipient of this order was Head Paper of K;ngsport, Tennessee.

It was therefore concluded that TVA did not receive apparently fraudulent Ray Miller material from Hajoca.

However, in order to substantiate this conclusion, TVA has sent a letter to Hajoca dated November 10, 1987, requesting confirmation that no Ray Miller material was sold to TVA by Hajoca.

In regard to the four Hajoca purchase orders for safety-related material, Hajoca supplied the material from manufacturers who were approved by TVA for the respective material supplied.

In addition, TVA has sent letters to the following suppliers identified in IE Bulletin 83-07 who were not on a TVA-approved suppliers list for supplying safety-related material.

November 18, 1987 Hajoca Corp. (Kingsport, Tennessee) November 12, 1987 Should the responses indicate that any Ray Miller material was supplied to TVA, the NRC will be notified and appropriate corrective action will be taken.

"In respon.e to TVA's letter of inquiry, the Dravo Corporation of Marietta, Ohio stated in a letter dated September 2, 1983, 'We have researched our records and have found no evidence of materials being supplied by Ray Miller, Inc. to Dravo Pipe Fabrication Division directly or indirectly through subtier suppliers.'

However, information contained in Attachment 1 of NRC Bulletin 83-07 indicates that several shipments of pipe, tubing, and pipe fittings were sold to the Dravo Corporation by Ray Miller, Inc. during the 1975 through 1979 time period. Although these shipments were not shipped to the Marietta, Ohio location, they were delivered to two other Dravo plants elsewhere in Ohio.

Therefore, a question exists about the end-use of this material and, ultimately, the accuracy of Dravo's response to TVA's letter of inquiry is in question."

TVA's Response to Item 2 In regard to Dravo Corporation's original response to TVA, attached is a letter from Dravo dated November 4, 1987, clarifying their response to state that Dravo Pipe Fabrication Division in Marietta, Ohio, does not purchase material from other Dravo divisions.

The two Dravo offices listed in IE Bulletin 83-07 are in Lima and Belpre, Ohio.

These two offices produced limestone, sand, and gravel and were not piping suppliers.

He therefore conclude that any Ray Miller material furnished to these offices was not furnished to TVA.

"Documentation is not currently available to ensure that TVA's review of the safety-related suppliers list resulted in a comorehensive search of all possible suppliers of potentially fraudulent Ray Miller, Inc.

material. During this inspection, the NRC team compared TVA's safety-related suppliers list with identified recipients of Ray Miller, Inc.

material listed in Attachment 1 of NRC Bulletin 83-07.

This review uncovered five suppliers who appeared on both lists and for whom no documented evidence of any TVA review is currently available."

TVA's Response to Item 3 TVA has recently mailed letters requesting information concerning Ray Hiller material to the subject five vendors listed below:

If additional vendors are identified, TVA will send them letters requesting information concerning Ray Miller material.

Should the responses indicate that any Ray Miller material was supplied to TVA, NRC will be notified and appropriate corrective action will be taken.

"The review of TVA's official March 22, 1984 response to the NRC Bulletin reveals that TVA has not reported the results of its search in a format consistent with that requested by the NRC Bulletin 83-07."

TVA's Response to Item 4 TVA will provide a supplemental response to IE Bulletin 83-07 to address the requested reporting actions.

This should be accomplished by March 14, 1988.

ENCLOSURE 2 List of commitments 1.

In response to Inspection Report 87-44, section 4.4.2, item 4, TVA commits to supply NRC with a supplemental response to IE Bulletin 83-07 by March 14, 1988.

This supplemental response will also address item 7c in Inspection Report 87-46.
