SUBJECT:

REVISED MEMORANDUM OF AGREEMENT WITH INP0 Enclosed is the revised memorandum of Agreement (M0A) with INPO, effective October 20, 1988.

Significant changes to the M0A are as follows:

1.

A commitment was added to the basic M0A from the 1985 settlement agreement between NRC and Critical Mass concerning placing minutes from all coordination meetings between NRC and INP0 in the Public Document Room.

2.

Appendix One, concerning the exchange of operational data, was t

updated to reflect current practice in the following areas:

a.

References to the consolidation of data bases between NRC and INPO were removed. This reflects the NRC position that it would be inappropriate for the NRC to rely on a licensee event report (LER) data base maintained by industry, b.

Reference was added to NRC access to and use of the Nuclear Plant Reliability Data System operated and maintained by INPO.

c.

Reference was added to NRC making reasonable effort to review available INPO SEE-IN products prior to determining if an Information Notice or other similar analysis is needed based on specific events at nuclear power plants.

3.

The previous Appendix Three concerning NRC/INPO Radiological Protec-tion Activities was removed from the MOA because both parties agreed that continued coordination in this area is not needed.

4. (Job and Task Analysis) to the previous Appendix Four (NRC/INPO Training-Related Activities) was removed from the MOA because both parties agreed that continued coordination in this area i

5.

A new Appendix Four was added concerning coordination of industry participationonIncidentInvestigationTeams(IITs).
