Dear Mr. Roy:

As a result of continuing concern regarding the long-term stability of High Density Polyethylene (HOPE) High Integrity Containers (HICs, the NRC's Division of Low-Level Waste Management and Decommissioning LLWM) contracted with a consultant to conduct a study of HDPE as a material for use in making high integrity containers.

The report containing the results of the study entitled, "Review of the Structural Design of Polyethylene High Integrity Containers,"

is enclosed.

The report also contains an Appendix that presents the results of the NRC consultant's review of the structural engineering analysis and information contained in your Topical Report entitled, "Topical Report for Radlock High Integrity Containers," and in your response to our October 15, 1987 letter, which is dated February 29, 1988.

We request that any coments you may have on the report or the Appendix be submitted within 30 days.

LLWM Staff and the consultant will be discussing the report at the next meeting of the Advisory Comittee on Nuclear Waste (ACNW) which will be held June 27 and 28, 1988 in Washington, D.C.

The agenda for the ACNW meeting has not been finalized, however, the current draft schedule places the discussion on the report on June 28, 1988 at 8:15 AM.

We strongly encourage you to transmit comments on the report as soon as possible, and consider attending the ACNW meeting in June. We are ready to meet with you should you wish to discuss the report with LLWM Staff.
