Enclosed please fino'a request from U.S. 0 apartment of Energy, Richland Operations office, to export, six irradiated FFTF fuel rods to the 0-Arai Engineering Center its Japan for post irradiation examination.
Before taking actior, on this request, we would apareciate your views, in accordance with established arecedures and from tie overall perspective of the Executive Branch, as to whetler the proposed export meets the applicable criteria in the Atonic Energy Act of 1954 as amended by the Nuclear Nonpro-liferation Ari; of 1978.
