HCR CHLORINE DETECTORS AND HCRffS AUTOMATIC ISOLATION Gentlemen:

In accordance with the provisions of 10 CFR 50.90, as required by 10 CFR 50.59(c)(1), Georgia Power Company (GPC) hereby proposes a change to the Plant Hatch Units 1 and 2 Technical Specifications, Appendix A to Operating Licenses DPR-57 and NPF-5.

This proposed change will delete references to automatic isolation of the main control room environmental control system (HCRECS) and to the main control room (HCR) cnlorine detectors. The change is justified since all onsite gaseous chlorine is to be removed, and hence, there will be no threat to MCR operators from chlorine release.

Enclosure 1 prcvides a detailed description of the proposed change and tne circumstances necessitating the change request.

Enclosure 2 details the bases for our determination that the proposed change d]es not involve significant hazards considerations.

Enric.sure 3 provides page change instructions for incorporating the proposed change. The proposed changed Technical Specifications pages for Unit I and Unit 2 follow Enclosure 3.

MCR CHLORINE DETECTORS AND HCRECS AUTOMATIC ISOLATION BASIS FOR CHANGE REOUEST PRON) SED CHANGE:

The proposed amendments to the Unit 1 and Unit 2 Technical Specifications will delete all references to the main control room (MCR) chlorine detectors and the main control room environmental control system (MCRECS) automatic isolation on high chlorine level. References to MCR pressurization will remain unchanged.

Basis for Prooosed Change:

The MCRECS for Units 1 and 2 limits the amount of chlorine entering the common MCR in the event of a chlorine tank rupture (Reference the Unit 2 Final Safety Analysis Report). The current Plant Hatch design basis includes the tank rupture of two 1-ton cylinders of chlorine gas. The current design basis of the chlorine detectors is to provide a signal for the automatic isolation of the MCR outside air intake dampers before the concentration of chlorine reaches a hazardous level inside the MCR.

A Plant Design Change Request is being prepared to: 1) remove all chlorine cylinders from the site, 2) replace the present chlorination system with a sodium hypochlorination system, and 3) eliminate the automatic isolation mode of the MCRECS, including the MCR chlorine detectors. Once all the chlorine tanks have been emptied, the threat to MCR habitability, resulting from chlorine release, will be eliminated.

Following the proposed change, no gaseous chlorine will be stored or used on site. Both the circulating water (CH) and the residual heat removal service water (RHRSH)/ plant service water (PSH) systems will be treated with sodium hypochlorite. Likewise, the sanitary water and plant sewage systems will be treated by an alternative method.

The proposed change to delete the onsite storage of gaseous chlorine effectively eliminates the need for automatic isolation of the MCR, since the isolation process is actuated only by chlorine detection. Therefore, there is no need for the MCR chlorine detectors to remain in service.

The proposed change will delete all references to the MCR chlorine detectors and the MCRECS automatic isolation from the Unit I and Unit 2 Technical Specifications.

Basis for No Sianificant Hazards Consideration Determination:

The proposed amendment does not involve a significant hazards consideration for the following reasons:

1. The change does not involve a significant increase in the probability of occurrence or consequences of an accident previously evaluated, because removal of chlorine cylinders presently stored on site will eliminate the risk of a chlorine release to MCR operators.
2. The change does not create the possibility of a new or different kind of accident from any previously evaluated, because the removal of onsite chlorine elimir.ates the need for automatic isolation of the MCR due to chlorine release. The sodium hypochlorite tanks will be located in a safety dike in the chlorination building. Even in the event of tank rupture, no toxic vapors will be released, and consequently, a threat to MCR operators will not exist.
3. The margin of safety is not reduced significantly by the proposed change since the proposed change obviates a potential accident scenario, t
