COMANCHE PEAK STEAM ELECTRIC STATION DOCKET N05. 50 445 AND 50-446 ANCHOR BOLTS SUPPLIED BY HILTI SDAR: CP-86-51 (SUPPLEMENTAL REPORT)
Gentlemen:
On May 24, 1988, we verbally notified your Mr. R. F. Warnick of a deficiency involving 3/4" Hilti Kwik bolts supplied by Hilti which we discovered during self-initiated confirmatory testing.
Evaluation of this deficiency will be included within the scope of SDAR CP-86-51. Our evaluation to date has revealed that this condition is limited to 3/4" diameter Hilti Kwik bolts, embedded greater than 7 inches. Other bolt diameters have been tested with no capacity reduction identified.
Based on our site tests, the average reduction in tensile capacity for 3/4" diameter Hilti Kwik bolts embedded 9 inches is approximately 47% and bolts embedded 8 inches is approximately 33%. This reduction corresponds to a safety factor reduction from 4 to approximately 2.1 and 2.7 respectively.
This reduction in safety factor is being reviewed for potential impact on the design and construction of systems and components at CPSES.
We are continuing our evaluation of this deficiency with regards to reportability under 10CFR50.55(e).
Our next report will be submitted no later than August 4, 1988.
