SUBJECT:

TMI ACTION PLAN II.K.3.3 REPORTING RV AND SV FAILURES AND CHALLENGES My recent guidance memorandum dated Febraury 1, 1982 stated that Technical Specifications formalizing the reporting of RV and SV failures'and challenges were required to close out this multiplant action item.

New guidance indicates that this issue may be closed out absent the issuance of Techni-cal Specifications, with the TS to be issued at a later date.

In order to close out this' issue for your licensee, you should review the licensee's response's regarding II.K.3.3 and ensure that they commit to the following:

(1) A report documenting relief valve and safety valves failures and challenges should be pro 0ided to the NRC for the period 4/l/80 through 12/31/80.

(2) a.

Future f ailures of relief valves or safety valves sho0ld be reported promptly to the NRC.

Future challenges of relief valves or safety valves should be documented via periodic reports to the NRC e.g. annual report or monthly operating report.

If your licensee's responses commit to the above this item can be closed out.

A sample close out letter is provided as Enclosure 1.

If the licensee's responses do not commit to the above criteria you should send a letter requesting that they do so. A sanole letter is provided as Enclosure 2.

Please put me on concurrence and cistribution for either of the above letters.
