Dear Mr. Mendonca:

Several changes are proposed to the Technical Specifications for the reactor as a result of an issue raised during our last NRC inspection, and your letter dated September 17,1998. These amendments are designed to bring the Specifications into line with current practice. A i completely reprinted and paginated copy of the revised Specifications is included for your use.

  • References to the AEC in several locations in TS 6.4,6.5, and 6.7 have been changed to NRC, and reference to the Region V office changed to NRC Headquarters.
  • : In a number oflocations, we have revised language to eliminate gender specificity for I t

referenced personnel.

  • As discussed in our previous request, we are adding Item 1.27 to permit certain surveillance  !

frequency changes during periods of prolonged reactor shutdown. We have made these l i

specific as requested.  !

  • In TS 3.3 and 3.4, we have amended references to start-up channel settings which were in counts per minute to a % power level. During our instrument modernizatSn, the read-out of this channel has been modified.

. + In TS 3.5 we have lowered our Argon-41 release limit to take account of more recent L guidelines contained in 10 CFR Part 20. This should easily fit within our operational pmetice. /

In TS 3.6 we have inserted the word " shutdown"in reference to our emergency exhaust /

system requirements for surveillance. Off-site releases are not subject to the need for a purge exhaust and so surveillance is only needed to assure that the exhaust system shutdown g').O is operational. The purge exhaust only assists recovery operations and since any resulting

1 on-site personnel exposures are only to radiation workers, they are subject to operating i procedural controls.
