Director, Environment, Health and Safety ICN Pharmaceuticals intemational Headquarters ICN Plaza 3300 Hyland Avenue Costa Mesa, CA 92626 Dear Mr. Krueger This is in reference to your letter dated August 19,1998, transmitting your Site Remediation Plan (SRP) for the former Nuclear Science and Engineering Corporation (NSEC) facility in West Mifflin, Pennsylvania and your request for our review of the plan. This f acility was listed as an authorized place of use in AEC License Nos. 37-00345-03 and SNM-6 and was released for unrestricted use when the license was terminated on July 11,1969. As part of an NRC program to ensure that formerly licensed facilities meet current guidelines for release for unrestricted use, a radiological survey was conducted by the Environmental Survey and Site Assessment Program of the Oak Ridge institute for Science and Education (ORISE). This survey, conducted in 1994, identified the presence of radioactive contamination on the site.
Following discussions with me regarding your SRP, you responded with a Supplemental information letter dated November 4,1998. We have reviewed your SRP and Supplemental information and have no objection to commencement of remediation work as outlined. We understand that you anticipate to begin work on November 16,1998, and continue for approximately two weeks.
