20555 Dear Sir On Hay 9, 1988, the Nuclear Regulatory Commission (NRC) published a proposed change to its emergency planning requirements for fuel loading and low-power operation of nuclear power plants.
The prcposed rule change would eliminate many existing licensing requirements, low power plans, any public-notification systemsincluding offsite emergency response (including sirens), and the training of offsite emergency response personnel.
As a resident of the Seabrook nuclear plant area, I vigorously oppose the proposed amendment to existing safety requirements.
The proposed rule has been developed with only the utility's anterests in mind.
The NRC is once again moving to place the public at risk fcr the sole purpose of allowing Seahrook Station to obtain a low power license, even though the question of whether it will ever be granted in doubt.
