On May 9, 1989, the Nuclear.*egulatory Commission (NRC) published a proposed change to its emergency planning requirements for fuel loading and low power operation of nuclear power plants.
The proposed rule change would eliminate many existing lbw power licensing requirements, including the followings offsite emergency response plans, any public notification systems (including strens), and the training of offsite emergency response per sonnel.
As a resident of the Seabrook nuclear plant area. I vigcrously oppose the proposed amendment to existing safety require:'ents.
The proposed rule has been developed with only the utility's i nt erest s ita mi nd.
The NRC is once again moving to place the public at risk for the sole purpose of allowing Seabrook Station to obtain a low power license, even though its ability to be granted a full power license is seriously in doubt.
In the interest of public safety, I urge the Commission to reject the proposed rule change.
All offsite emergency response planning requirements must be in place before allowing any degrea of risk to the public, including risks from low power operation..
