SUMMARY
OF SEPTEMBER 18,1998, MEETING WITH THE NUCLEAR ENERGY INSTITUTE (NEI) REGARDING DESIGN BASES ISSUES I
On September 18,1998, representatives of the Nuclear Energy institute (NEI) met with representatives of the Nuclear Regulatory Commission (NRC) at the NRC's offices in Rockville, Maryland. Attachment 1 provides a list of meeting attendees.
The purpose of the meeting was to discuss staff comments on NEl 97-04, " Design Bases Program Guidelines," that were sent to NEl in a letter dated August 18,1998. The NRC staff opened the meeting by noting that one of the issues ir,Ine Chairman's August 7,1998," tasking memorandum" was a mandate to provide a clear definition of what constitutes design bases information. The staff noted that in their August 25,1998, response to the Chairman, the staff proposed that one method of fulfilling this mandate was to work with NEl and endorse NEl 97-04. The staff stated that the comments provided in the August 18,1998, letter were preliminary and were purposely not grouped in order of precedence and that the staff was aware that the main purpose of NEl 97-04 was to provide guidance to the industry on design bases reconstitution efforts.
The NEl representatives provided a short history of the development of NEl 97-04 and questioned whether it was necessary to try to endorse the entire document. They noted that a good understanding of what constitutes design bases information is important to the industry for functionality and operability determinations and for deciding what information should be added or deleted from the updated final safety analysis report. They emphasized that they do not believe that their interpretation of what constitutes design bases information has changed but the NRC staff's has. The NEl representatives pointed to the discussion of design bases information in SECY 91-364, " Design Document Reconstitution," and NUREG-1397, "An Assessment of Design Control Practices and Design Reconstitution Programs in the Nuclear Power Industry," as good reference points.
