20555 Dear Sirs On May 9, 1988, the Nuclear Regulatory Commission (NRC) published j.
a proposed change to its emergency planning requirements for fuel l j loading and low-power operation of tiuclear power plants.
f The proposed rule change would eliminate many existing licensing requirements, low power plans, any public-notification systemsincluding offsite emergency response (including sirens), and the training of offsite emergency response personnel.
As a resident of the Seabrook nuclear plant area, I vigorously oppose the proposed amendment to existing safety requirements.
The proposed rule has been developed with only the utility's interests in mirad.
The NRC is once again moving to place the public at to obtain a low power license, even though the question ofrisk for the s whether it will ever be granted a full power license is seriously in doubt.
In the interest the proposed rule change.of public safety, I urge the Commisysion to retject planning requirements must All offsite emergency response be in place before allowing any degree of risk.to the public, including risks from low power operation.
