1 On May 9, 1988, the Nuclear Regulatory Commisa'.on '!!F '
a proposed change to its emergency planning requirements for fuel loading and low-power operation of nuclear power plants.
The proposed rule change would eliminate many existing lou power licensing requirements, including offsite emergency response plans, any public-notification systems (including sirens), and the training of offsite emergency response person.nel.
As a resident of the Seabrook nuclear plant area, I vigorously oppose the proposed amendment to existing safety requirements.

4cn to obtain a low-power license, even though the question of whether it will ever be granted a full-power license is seriously in doubt.
