- 1988, a proposed change to its emergency planning requirements for fuel 4
i loading and low-power operation of nuclear power plants.

The proposed rule change would eliminate many existing licensing requirements, including offsite emergency response and plans, any public-notification systems (including sirens),
the training of offsite emergency response personnel.
As a resident of the Seabrook nuclear plant area, I vigorously oppose the pr oposed amendment to existing safety requirements.

The proposed rule has been developed with only the utility's "r]-
interests in mind.
The NRC is once again moving to place the public at risk for the sole purpose of allowing Seabrook Station d
