I Your letter dated March 24, 1988 (MFN-028-88), to Chairman Zech concerning fees for design approvals and certifications has been referred to me for reply.

The Ccmmission's decision of March 5, 1987, to defer payment of fees for standardized designs for up to ten years was intended to encourage the development of such designs by not requiring the "up front" payment of fees.

Let me assure you that the Comission strongly supports standardization . The agency has been mandated by the Congress to collect 45% of its annual bidget l in fees in FY 1988 and 1989; therefore, the Comission is now in the pn cess of examining fees for all types of reviews including those fees for design approvals and certifications. Your concerns will be included in their review process. In the meantime, we encourage GE to continue its pursuit of the certification of the ABWR design.
