On May 9, 1988, the Nu-lear Regulatory Commission (NAC) published a proposed change to its emergency planning requirements for fuel icading and low power operation of nuclear power plants.
The proposed rule change would eliminate many existing low pcwer licensing requirements, including the following:
offsite emergency response plans, any public notification systems (including sirens), and the training of offsite emergency response personnel.
As a resident of the Seabrook nuclear plant area, I vigorously j
oppose the proposed amendment to existing safety requirements.
The proposed rule has been developed with only the utility's interests in mind.
The NRC is once again moving to place the

public at risk for the sole purpose of allowing Seabrcok Station to obtain a low power iicence, even though its ability to be g r a n t iv! a full power l'. cense is seriously in doubt.
In the interest of public safety, I urge the Commission to reject
! the propcsed rule change.
