EljVIRCNMEfiTAL ASSESSMENT Identi4 caticn of Proposed Action: The proposed action would grant exerptier.s from certcin requirements of Sections III.G, III.J and III.0 of Appendix R to 10 CFP Part 50, vtich relate to fire protection features for ensuring that rystcr.s and associated circuits useri tc cchieve and 1%intain safe shutdown arc free of fire darrage, to the provision of cr.ergercy lighting, and to the prevision for the oil collectico systcr. for reactor coolant pumps (RCPs). The exemptions arc technical since the
'censee rust demonstratt that fire protec-tien, emeraency lighting, and RCP oil collection configurations meet tha specific requirements of Section III.G III.J. and III.0, or that alterr. ate configurations can te justified by an acceptable analyt.is.
The Need for Proposed Action: The proposed exerptione, are needed because the features described in the licensee's exen tion request regarding the existing and proposed fire protection at the plant would result in a ret benefit to the public tealth ar.d safety.

Environmei.tal Impac_t of the Proposed Action: The proposed exemptions will provide a degree of fire protection such that there is no increase in the risk of fires at AND-1. Consequently, the probability of fires has not been increased and the post-fire radiological releases will not be greater than previously determined nor do the proposed exemptions otherwise affect radiological plant effluents.
Therefore, the Commission concludes that there are no significant radiological environmental impacts asrociated with the proposed exemptions.
With regard to potential ncn-radiological impacts, the proposed exerptions involve features located entirely within the restricted area as defined in 10 CFR Part 20, with the minor exception of the redundant seismic condensate storage tank level transmitters. These exemptions would not affect non-radiological plant efficents and have no other environmental impact. Therefore, the Comraission concludes that there are no significant non-radiological environmental impacts associated with the proposed exemptions.
The Comnission has determined not te prepare an environmental impact statement of the proposed exemptions.
Based upon the foregoing environmental assessment, we conclude that the proposed acticn will not have a significant effect on the quality of the human environment.
For further detuils with respect to this action, see the licensee's letters cated August 15, 1984 and August 30, 1985 which contained the exemption requests, and letters dated October 20, 1986, April 22 and Junt 24, 1987, and April 25, 1988 which provided supplemental information. These letters are
