NRC INSPECTION REPORT 71-0708/98-201

Dear Mr. Allen:

l

On September 28-October 2,1998, the U.S. Nuclear Regulatory Commission (NRC)

performed an announced inspection of Westinghouse Commercial Nuclear Fuels Division at its

manufacturing facility in Columbia, South Carolina. Westinghouse provided additional

information to the NRC by facsimile transmittal on October 9 and 19,1998. The enclosed

inspection report contains this additionalinformation and presents the findings from that

inspection.

The team inspected Westinghouse's activities associated with the transportation of radioactive

material to determine if they were executed in accordance with the requirements of 10 CFR Parts 21 and 71, pertinent certificates of compliance, related safety analysis reports, and the

NRC-approved quality assurance program. The inspection scope included Westinghouse's

management, design, and maintenance controls, as well as a review of the activities of one of

your contractors, Molten Metals Technology, Inc.

The team concluded that Westinghouse's management, design, and maintenance controls

were acceptable. The area of fabrication controls was not reviewed as Westinghouse has not

performed any fabrication-related activities since the mid-1980s. Strengths were noted in the

control of documentation and the conduct of audits. However, there were severalinstances

where Westinghouse's control over contractor-provided services was weak. In each case,

Westinghouse's corrective actions were prompt and comprehensive. Therefore, no further

explanation for the weaknesses identified in your centrol of contract personnel is required.
