Docket No. 50-482: Proposed Changes to Wolf Creek Generating Station Post-Accident Sampling System Commitments and Core Damage Assessment Guidance Gentlemen:

Wolf Creek Nuclear Operating Corporation (WCNOC) proposes to modify its commitments regarding sampling functions, of the Post Accident Sampling System (PASS). These commitments are described in the Wolf Creek Generating Station (WCGS) Updated Safety Analysis Report (USAR), Section 18.2.3, regarding NUREG-0737, " Clarification of TMI Action Plan Requirements," and Regulatory Guide 1.97, Rev. 2, " Instrumentation For Light Water Cooled Nuclear Power Plants to Assess Plant and Environs Conditions During and Following an Accident."

Specifically, WCNOC proposes to eliminate certain PASS sampling functions, and relax certain other PASS sampling functions, in accordance with WCAP-14 986,

" Westinghouse Owners Group Post Accident Sampling System Requirements: A Technical Basis." This WCAP was submitted to the NRC by the Westinghouse Owners Group (WOG) by Reference 1. Reference 1 also specified that any charges associated with the generic review of the WCAP be submitted to the WOG.

WCNOC is submitting this request as the lead plant for the WOG. Enclosure 1  ?

provides a description of the plant-specific changes being requested to WCNOC's PASS commitments, and the bases and justification for making these {

changes. WCNOC anticipates that making the proposed changes to our PASS system will result in a cost savings of approximately S2,000,000 just in

-equipment replacement / maintenance costs alone over the next several years.

This letter also transmits a proposed revision to the WCGS Core Damage Assessment Guidance (CDAG). This revision is based on the WOG's CDAG of 1996 M described in WCAP-14 696, " Westinghouse Owner's Group Core Damage Assessment Guidance." This WCAP was submitted to the NRC by Reference 2.   • Page 2 of 2 be submitted to the WOG. This prorased change does not constitute a reduction in the commitment to have core damage assessment guidance, but a change to the I basis for the methodology. Therefore, NRC approval is required prior to implementation.

WCNOC is also submitting this request as the lead plant for the WOG.

Enclosure 2 provides a discussion and evaluation of the proposed plant-specific changes to the WCNOC CDAG. Enclosure 3 provides the full text of the proposed revision to the WCNOC CDAG.

The attachment to this letter identifies those actions committed to by WCNOC in this document.
