Policy Statement on Engineering Expertise on Shift (Generic Letter 86-04)

The following information is provided in response to the subject NRC's request for information regarding the Shift Technical Advisor (STA) Program at Trojan.

NRC Item 1 Your current program for providing engineering expertise on shif t.

PCE Response Trojan's Technical Specifications and administrative procedures allow for the utilization of either the combined SRO/STA position (Option 1 in the NRC Policy Statement) or the separate STA position (Option 2 in the NRC Policy Statement). The STA position is currently staffed using separate STAS (Option 2).

There are currently 18 qualified STAS.

The group is compssed of individuals mainly from the Technical Services Branch (engi-neering, training, chemistry, safety analysis), and Plant management (seven supervisors and managers are involved).

The STA is required to remain at the Plant for a 24-hour watch period when the Plant is in Modes 1 through 4.

Living quarters are provided within the protected area so that he can respond to the control room in a matter of minutes. The STA program is under the overall auspices of the Trojan Manager of Technical Services, with coordination of the program delegated to the Reactor Engineer. Both of these individuals currently serve as STAS.

engineering degree, a description of the criteria used.

Regarding the combined STA/SRO position (Option 1), the individual must have a Bachelor's Degree in Engineering or one of the following:

j 1.

A Professional Engineer's License.

2.

A Bachelor's Degree in Engineering Technology from an accredited institution, including course work in the physical, mathematical, and/or engineering sciencies, or 3.

A Bachelor's Degree in a physical science from an accredited institution, including course work in the physical, mathematical, l

and/or engineering sciences.

The combined STA/SRO equivalency requirements are consistent with the Commission's Policy Statement and are delineated in a Plant procedure

(A0 3-1).

The equivalency requirements are not as stringent for the separate STA position (Option 2).

Individuals must have a four-year Bachelor Degree in Engineering or science, or one of the following:

1.

Professional Engineer's License, 2.

Successful completion of an Engineering-in-Training examination, 3.

Completion of the technical portion of an accredited four-year Engineering Degree program, or 4.

At least 60 college semester credit hours total including credit in the following areas: mathematics, reactor physics, chemistry, materials,

reactor thermodynamics, electrical / reactor control theory, fluid mechanics, and heat transfer.

Waivers to the above equivalency requirements for the separate STA position (Option 2) may be approved by the Manager of Technical Services. There are only three individuals in the STA program that do not have a Bachelor's Degree in Engineering or Physical Science. These three people possess SRO licenses, and are currently senior members of the Trojan Training Depart-ment. These personnel were formerly in the nuclear navy and the Trojan Operations Department, and have received supplemental training in accident and transient analysis and have approximately 60 college credit hours in technical subjects.

PCE Response Since PGE has already obtained a change to Trojan Technical Specification Table 6.2-2 (minimum Shif t Crew Composition) which allows usage of the combined STA/SRO position (Option 1), the only changes planned involve the number of qualified STAS.

In order to ensure that STAS have a high level of experience in managerial and technical expertise, PCE intends to continue utilizing the separate STA (Option 2).

Use of a separate STA allows for an independent and possibly different perspective from that which might be obtained from a STA who is part of a particular operating crew. A separate STA also allows the SRO to become more deeply involved in specific Plant recovery problems as opposed to a combined SRO/STA who has to also perform specific STA duties and maintain an overview perspective.

We are planning to increase the number of qualified STAS from 18 to between 25-30 individuals. The current process of selecting individuals to become STAS is to pick senior personnel (at least five years nuclear experience) from the Technical Branch to send to training. These individuals are trained and qualified as an SRO or SRO certified with additional training in accidents and transient analysis and other STA skills.

The current program is designed to obtain involvement of senior Plant personnel with expertise in technical and managerial areas so that this experience can be utilized to better Plant operations. The program is working very well and is expected to be continued without significant changes.

It should be noted that Trojan does have a College Education Program for assisting Operations personnel in obtaining Engineering Degrees. The combined STA/SRO position may be utilized in the future as qualified candidates become available.
