SUMMARY
OF COMMISSION SCHEDULING MEETING JUNE 15, 1988 t
l While acting for you on June 15, 1988, I attended the Comission scheduling meeting led by D. Rathbun and attended by T. Rehm and others.
INNS First, I sumarized the briefing being prepared on Accountability of Radioactive Material Used by Material Licensees that is currently scheduled for July 5, 1988. The sense that I received was that the information to be l
presented would satisfy the information needs of the Comission. One recomendation from D. Rathbun was made.
He requested that the briefing include qualitative information addressing risk associated with loss of control of byproduct materials. He further suggested that relative risk when compared to power reactor risks would be a useful approach to folicw, if possible.
LLWM My next coments addressed the July 15, 1988 briefing on Matters of l
Comon Interest between NRC and EPA in the Regulation of Radiological l
Hazards. Generally, because of the large number of issues on which the two agencies interact, there was comment that we should guard against getting bogged down in too much detail.
D. Rathbun recomended strongly that the 1
briefing begin by describing the EPA mission succinctly and the statutory authorities from which its responsibilities derive. The briefing would then build on this opening theme to describe any legislative overlap areas and overlapping or interfacing responsibilities derived from statutes. The briefing would then roughly proceed as we had originally envisioned.
In proceeding to the presentations regarding specific areas of interaction and interface, D. Rathbun indicated special focus should be given to issues where historically there has been a difference in approach between the two agencies.
In this case, the interface area discussion should include a style

have representatives from most offices in attendance, including OGC and.RES, was also identified.

.i JUN 21 tage Robert Bernero SGTR The July 21, briefing on Current Status of Nuclear Materials Transportation was discussed generally by T. Rehm. He committed R. Bernero to provide details at the next scheduling meeting.
C. Mcdonald, who I had contacted prior to the scheduling meeting, was not aware of the Commission briefing and t,herefore was not in a position to provide any insight.
HLWM Prior to the scheduling meeting, J. Bunting ht.d left a message that he was attempting to schedule a Commission briefing on the CNWRA during the August 15 20, 1988 period.
No discussion about the August agenda took place during the scheduling meeting. On June 17, via telecon discussion with T. Rehm, I informed him that HLWM had identified the week of August 15 as a good window of opportunity for the Conmission briefing on CNWRA at least from the perspective of HLWM.
T. Rehm indicated he would address the scheduling of the CHWRA briefing at one of his upcoming Wednesday meetings.
The next scheduling meeting will be held in approximately 3 weeks.
