SUBJECT:

RELIEF REQUEST FOR THE SECOND 10-YEAR INTERVAL INSERVICE INSPECTION PROGRAM RELIEF REQUEST 56 - JOSEPH M. FARLEY I NUCLEAR PLANT, UNIT 1 (TAC NO. MA3449) '

Dear Mr. Morey:

This letter provides the results of the U.S. Nuclear Regulatory Commission (NRC) staff's review of the Joseph M. Farley Nuclear Plant (FNP), Unit 1 Second 10-year Interval inservice Relief Request (RR) 56.

By letter dated August 28,1998, Southern Nuclear Operating Company, Inc. (SNC) submitted  :

RR-56 and withdrew RR-48. Based upon the NRC staff's review, it is concluded that for RR-56, I imposition of the Code requirements results in a hardship without a compensating increase in the level of quality and safety and that the licensee's proposed alternative provides reasonable assurance of structuralintegrity of the subject component. Therefore, the staff concludes that the licensee's proposed alternative is authorized pursuant to Title 10 of the Code of Federal  ;

Reaulations (10 CFR) Section 50.55a(3)(ii) for the current interval.

If you have any questions regarding this response to your requests, please have your representative contact Jacob 1. Zimmerman at (301) 415-2426.
