The Nuclear Regulatory Comission (the Comission) has found that:

A.

The applications for amendnents by Connonwealth Edison Company (thelicensee)datedNovember 26, 1986 and January 14, 1988, comply with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act) and the Comission's rules and regulations set forth in 10 CFR Chapter I; B.

The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Comission; l

l' There is reasonable assurance (1) that the activities authorized C.

by this amendment can be conducted without endangering the health I

and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations; l

D.

The issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirenents have been satisfied.

2.

Accordingly, paragraph 3.E of Facility Operating License No. OPR-29 is hereby amended to read as follows:

The licensee shall fully implement sod maintain in effect all provisions of the Comission approved physical security, guard training and qualification, and safeguards cor,tingency plans including amendments made pursuant to provisions of the Miscellaneous Amendments and Search Requirements revisions of 10 CFR 73.55 (51 FR 27817 and 27822), and to the authority of 10 CFR 50.90 and 10 CFR 50.54(p). These plans, which contain Safeguards Infonnation protected under 10 CFR 73.21, are entitled: "Quad-Cities Nuclear Power Station Security Plan," with revisions submitted through January 14, 1988; "Quad-Cities Nuclear Power Station Security Personnel Training and Qualification Plan," with revisions submitted through October 29, 1987; and "Quad-Cities Nuclear Power Station Safeguards Contingency Plan " with revisions submitted through February 16, 1984. Changes made in accordance with 10 CFR 73.55, shall be implemented in accordance with the schedule set forth therein.

3.

This license amendment is effective as of the date of its issuance.

The Nuclear Regulatory Comission (the Comission) has found that:

A.

The applications for amendments by Commonwealth Edison Company (the licensee) dated November 26, 1986 ana January 14, 1938, comply with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act) and the Comission's rules and regulations set forth in 10 CFR Chapter I; B.

The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Comission; C.

There is reasonable assurance (1) that the activities authorized by this amendment can he conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations; D.

The issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied.

Accordingly, paragraph 3.E of Facility Operating License No. OPR-30 is hereby amended to read as follovis:

The licensee shall fully implement and maintain in effect all provisions of the Commission approved physical security, guard training and qualification, and safeguards contingency plans including amendments made pursuant to provisions of the Miscellaneous Amendments and Search Requirements revisions of 10 CFR 73.55 (51 FR 27817 and 27822), and to the authority of 10 CFR 50.90 and 10 CFR 50.54(p). These plans, which contain Safeguards Information protected under 10 CFR 73.21, are entitled:

  • Quad-Cities Nuclear Power Station Security Plan," with revisions submitted through January 14, 1988; "Quad-Cities Nuclear Power Station Security Personnel Training and Qualification Plan " with revisions submitted through October 29, 1987; and "Quad-Cities Nuclear Power Station Safeguards Contingency Plan," with revisions submitted through February 16, 1984. Changes made in accordance with 10 CFR 73.55, shall be implemented in accordance with the schedule set forth therein.

This license amendnent is effective as of the dote of its issuance.
