U. S. Nuclear Regulatory Commission ATTN: Document Control Desk l

Vashington, D. C. 20555 Gentlemen:

Joseph M. Farley Nuclear Plant - Units 1 and 2 NRC Bulletin 88-03 l

NRC Bulletin 88-03 was issued on March 10, 1988 informing licensees of operational concerns with General Electric (GE) latching-type HFA relays installed in Class 1E (safety-related) applications. _ Licensees were requested to determine whether or not these GE latching-type HFA relays were installed in their facilities.

For those facilities that have these relays installed, licensees were requested to perform inspections to ensure that these relays have adequate latch engagement and meet the GE recommendations contained in the Service Advice Letter dated November 16, 1987 (Attachment 1 of NRC Bulletin 88-03).

Alabama Power Company had conducted a review of the Joseph M. Parley Nuclear Plant, Units 1 and 2, in response to the GE Service Advice Letter and found that none of these relays were installed in Farley Nuclear Plant.

In response to NRC Bulletin 88-03, Alabama Power Company has reconfirmed that the subject GE-latching type HFA relays are not installed in Farley Nuclear Plant nor are there any design specifications requiring the use of the GE latching-type HFA relays in Farley Nuclear Plant.

Accordingly, no further action is required of Alabama Power Company in response to NRC Bulletin 88-03.

If there are any questions, please advise.

Respect ly}ubmitted, a
