The information is as initially received without verification or evaluation, and is basically all that is known by the Region I staff on this date.

POTENTIAL BOMB THREAT At 8:41 p.m. on June 16, the plant's security shift supervisor was notified by the Massachusetts State Police (MSP) of their receipt of an anonymous phone call stating that two individuals were observed to be loading boxes marked "Explosives" into a vehicle and the plant name was mentioned in a partially overheard conversation. This allegedly occurred at a restaurant located approximately 15 miles from the plant. The caller provided license plate numbers of the two individuals' vehicles involved. These vehicles were traced to individuals who were known to work at the plant. One individual was a permanent plant employee and the other was a contractor with a long work history at the plant. Local law enforcement agencies (LLEAs) are conducting an investigation into the matter. As of 8:00 a.m. , June 17, the licensee was not aware of the status of the LLEAs' investigation on the contractor, but the MSP was in contact with the permanent licensee employee.

Compensating protective security actions were placed in effect at the plant. The plant access for the two individuals was terminated. Both individuals arrived at the plant for work at approximately 7:30 a.m., June 17, and were interviewed by licensee plant and security managers. ,

l A licensee investigation was conducted concerning this incident. As a result of this  ;

investigation, a preliminary determination was made that the incident was a hoax. The l licensee has corroborated the alleged individuals' explanation, have terminated the investigation, and have reinstated plant access to the individuals.

Notification of this incident was made to the NRC Headquarters Operations Officer by ENS phone at 9:46 p.m. , June 16, 1988. The IAT was informed of this event on June 17, 1988. The Senior Resident Inspector is on site and is reviewing licensee action. This information is current as of 10:00 a.m., June 17, 1988. This PN is issued for information only. The Commonwealth of Massachusetts has been informed.
