Gentlenen:

Enclosed is a copy of Dresser's initial evaluation of the potentially reportable condition described in Bechtel Western Power Conpanies May 12, 1988 correspondence sent to Dresser. The investigation is being conducted under Dresser's 10CFR Part 21 file 88-01.

DRESSER VALVE AND CONTROLS DIVISION INDL/STRLAL VALVE NORTH AMERCAN OPERATIONS P O Box 1430 / A'exandna Lou;siana 71309-1430 June 13,1988 Bechtel Western Power Cmpany P. O. Box 60860 w rminal Annex Los Angeles, CA 90060 Attn: T. E. Richardson, Project Engineering !bmger Subj: Georgia Powr Conpany Plant Vogtle - Unit 2 Bechtel Job Number 9510-J09 Potentially reportable condition associated with Dresser nubl 7440W Check valves supplied with flw directicn arrw stanped opposite to the valve flw.

Dear Mr. Richardscn:

This is the first incident of the flw arrw being reported as stamped cn the valve body in reverse of tM direction of fim. TM fim direction arrw is stamped on tne valve body during the assembly of each valve. The valve design is such that the internal conpomnte can be assembled only one way, therefore your statenent that valve conponents were assembled to direct the flw opposite to the directicn of the ficw arrw is incorrect.

Siamping the flw arrw in reverse would cause the valve to be installed in the line in reverse of the flw required. The cause of these valves being stamped incorrectly is due to hunun crror in verifying the inlet and outlet end of the valve prior to stanping.

It is the opinion of Dresser that this condition is isolated to the three valves listed in your letter. These three valves were assembled and tested on a four valve production order. The fourth valve was rejected at hydrotest and was not shipped.

A list of Check valves type 7440W, shipped to thn Vcetle plant is enclosed.

Very truly yours, John P. tz Principal QA Engineer JPW:bb Enclosure cc: B. G. Brunson, thnager, Quality Systens - Dresser Y. S. Lai, Director of Engimering - Dresser Dreser 10CFR Part 21 file No. 88-01 Nuclear Regulatory Cm mission numi mmo . rm a rwn . reux m . ci.a m . . ,mmi mm

Dear Ms. Johnson:

1 During system flush it was discovered that there was no ficw through check ,;

valves with tag nunbers 2-1301-U4-089, -090, and -091. 'Ibese valves were 1 installed in accordance with the flow arrue which were tretal startred cn the l valve body by Dresser Industries. However, valve internals were assetbled to i direct the ficw cpposite to the directicn of flow arrow stanped cn these valves. Ml The necessary informatico for these valves is shcwn below and in the attactrent Jl to thi7 letter.
