Dear Mr. Powers,

Thank you for your response of November 4,1998, to our Notice of Violation and Proposed imposition of Civil Penalties dated October 13,1998. In your letter you stated that during the pre-decisional enforcement conference you acknowledged the characterization of the violations and that you would remit payment of the civil penalty within 30 days of the date of the Notice.

Based on your staff's time commitments required with the ongoing activities related to plant restart, you requested a 60 day extension of the time within which to respond to the 37 violations in the Notice. We have reviewed your request and agree that a 60 day extension for your response is appropriate.
