Dear Mr. Thorne:

Enclosed is a letter from Transnuclear, Inc. regarding export license XSNM02144, Amendments 03 and 04. As requested by the licensee, please withdraw Amendment No. 04. Also, please note the request to increase the quantity requested for export under Amendment No. 03 to allow for tolerances as follows:

From: 42.900 kilograms uranium, containing 40.026 kilograms uranium-235 To:

43.115 kilograms uranium, containing 40.226 kilograms uranium-235 Please consider this in conjunction with the original requests which were forwarded to you on October 30, 1986 and May 5, 1988, respectively.

Dear Betty:

Per your phone conversation of June 2, 1988 with John Mangusi, please note that the additional quantity of 43.115 kgs Uranium requested in amendment 4 is incorrect. After reviewing our file on this license, it was discovered that Nukem sent Transnuclear, Inc. a "changed" end use statement, copy enclosed. This end use statement was only to change UF6 to metal.

We mis-takenly assumed it was a new end use statement and therefore, requested this quantity a second time.

However, the amendment 3 request did not include tolerences.

Therefore, i

we request that 43.115 kgs Uranium be added to the existing license, making the total to now read:

91.548 kgs Uranium 235 contained in 98.253 kgs Uranium, enriched to 93.3 w/o maximum, in the form of metal.

We appologize for any inconveniences this may have caused you.
