Imposition of Civil Penalty in the amount of Fifty Thousand Dollars ($50,000) was issued on November 1,1988 te Boston Edison Company. This action was based l

on an access control violation, the failure to take prompt corrective action to mitigate the consequences of the violation, and a deliberate material false statemant by a security lieutenant concerning his knowledge of the vulnerability.

This action is being taken in accordance with the Staff Requirements Memorandum i

of October 25, 1988.

The State of Massachusetts was notified.

l The licensee has thirty days from the date of the Notice in which to respond.

Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or isnposed by Order.
