The staff of the Millstone Independent Corrective Action Verification Program (ICAVP) Branch of the Office of Nuclear Reactor Regulation has reviewed Revision 4 to the ICAVP Audit Plan, Revision 4 to Project Procedure (PP)-02, " Accident Mitigation Systems Review," Revision 3 to PP-04, " Regulatory Review Procedure," Revision 6 to PP-07, " Discrepancy Reports," and Revision 5 to Project Instruction (PI) -01, "SVSR Implementation Checklists and Workbook,"
submitted to the NRC on October 8,1998, The changes made in Revision 5 to PI-01 were found to be consistent with the guidance provided by the NRC in its approval of Revision 4 to PI-01, dated September 22,1998, and is approved for use during the Millstone Unit 2 ICAVP.
The major changes noted in Revision 4 to PP-02, related to clarifying the references to be used in implementing the Tier 2 review, the level of interaction between the Tier 1 and Tier 2 review groups, and the deletion of input from the regulatory review of licensing requirements performed in accordance with PP-04. The staff determined these changes were consistent with the process used during implementration of the Tier 2 review and found acceptable by the NRC during its Tier 2 inspection (Inspection Report 50-336/98-213, dated October 23,1998).
Revision 3 to PP-04 clarified that the scope of the regulatory reviews encompassed the licensing basis commitments associated with the selected Tier 1 systems. Reference to the Tier 2 and Tier 3 reviews were removed from PP-04 to be consistent with this scope of review.
The staff determined that the revised scope of the regulatory reviews is consistent with its expectations in this area.
Changes made to PP-07 in Revision 6 encompassed the process modifications nacessary to i
support the NRC's direction for the disposition of discrepancy reports (DRs) and sampling the corrective actions associated with DRs. The DR review and disposition process described in l
Revision 6 to PP-07 is consistent with the NRC's expectations regarding DR corrective action sampling, DR closure basis, and classification of DRs as unresolved.
1 The NRC determined that the changes made to the Unit 2 ICAVP Audit Plan included in your October 8,1998, submittal were consistent with the changes made to PI-01, PP-02, PP-04, and PP-07, with one minor exception. Exhibit 5-1, " Discrepancy Report Process," needs to be updated to be consistent with the flowchart provided in Exhibit 1, " Evaluation of Discrepancies,"
