On October 10,1998, the NRC completed a six week period of inspection at your Vermont
Yankee reactor facility. In addition to the routine Resident inspector activities, announced

inspections were conducted by NRC Region I specialists to assess aspects of the security
,
i
program and the licensed operator requalification training program. The enclosed report
presents the results of these inspections.
l
Routine operation and maintenance activities observed during this inspection period were
conducted in a safe manner. The security program attributes inspected were found to
_ meet NRC requirements and corrective actions involving the perimeter intrusion detection
>
i
system and access control were effective. The licensed operator requalification exams
reviewed were acceptable and the training staff objectively assessed operator performance.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practices," a copy of this letter
and its enclosure will be placed in the NRC Public Document Room.
