liydrogen Vent System (liVS) Downgrado The purpose of this letter is to inform you that Portland General Electric (PGE) has taken steps to downgrado the liydrogen Vent System (l(VS) for the Trojan Nuclear Plant from a safety related to a nonsafety-related system.
PCE is providing this notico since the downgrado represents a chango in commitment from the original Final Safety Analysis Report (FSAR) for Trojen which stated the l{VS was safety-related.
The FSAR was changed in part via Amendment 4 dated July 1986 to describe the IIVS as a nonsafety-related system.
Additional edits regarding this position will be made in the upcoming FSAR change scheduled for July 1988.
The downgrade of the liVS to a nonsafety-related system has been evaluated in accordance with Title 10 of the Code of Federal Regulations, Chapter 50, Section 59 (10 CFR 50.59), "Changes, Tests, and Experiments". PCE has determined that no unroviewod safety question exists.
The function of controlling combustible gases in Containment. is perfc,rmed by the fully qualified and redundant hydrogen recombinors.
The liVS provides for control of Containment pressure during normal operations but has no safety-related function. The l{VS is not seismically or f
