SUBJECT:

TECHNICAL ASSISTANCE REQUEST - ELECTRICAL PENETRATION ASSEMBLIES (EPAs)

In the course of our inspection activities at the Comanche Peak Steam Electric Station (CPSES), we have discovered numerous, apparent problems with the installed Bunker-Ramo EPAs. The problems include improperly vendor-installed butt splices (Note: these splices are within 12 inches of the EPA and are not the splice connections to field wiring which are located in the cable trays);

incomplete documentation for material purchase, inspection and installation, and incomplete environmental qualification (EQ) documentation.

We have also reviewed the applicant's June 14, 1983, response to IE Bulletin 82-04 which appears to have been accepted in NUREG/CR-3795.

Since it appears that there may be EQ problems with these EPAs, we would like to have a Task Interface Agreement (TIA) established in which NRR would provide the technical evaluation of the EQ adequacy. We would recommend consideration of utilizing technical assistance from the IE Vendor Program Branch, Equipment Qualification Section.
