OF MEETING ON NASA PLUMBROOK NON-POWER REACTORS p ,

The subject meeting convened at 9:30 a.m., on May 18,1999, at the NRC One White-

. Flint North offices as specified in the notice dated April 23,1999. This meeting discussed the proposed decommissioning plans for the NASA Plumbrook Test and Mockup Reactors.

' The participants were L. B. Marsh, Chiefi Events Assessment, Generic . Communications,

'and Non-Power Reactors (REXB), NRC, A.' Adams, Senior Project Manager, REXB, NRC,

NASA confirmed p'lans to fund the decommissioning of the' reactors and to submit a

' decommissioning plan by the end of calender year 1999.7 Also, the content of the decommissioning plan and environmental report were discussed and some examples were

. suggested to NASA.

The extent of the licensed facility.that requires decontamination to allow license l

termination was discussed,' as well as the limitations on work prior.to an NRC authorization to decommission the facility. This is. sue .will be pursued by NASA and NRC i

project managers for the decommissioning.'

l NASA also indicated plans to interact with the public and to keep the NRC informed of these plans.' in response to a question, NASA indicated it would consider maintaining a historical record of the reactors.

This meeting discussed the proposed decommissioning plans for the NASA Plumbrook Test and Mockup Reactors.

The participants were L. B. Marsh, Chief, Events Assessment, Generic Communications, and Non-Power Reactors (REXB), NRC, A. Adams, Senior Project Manager, REXB, NRC, M. M. Mendonca, Senior Project Manager, REXB, NRC, O. Dominguez, Director, Environmental Management Division, NASA, and T. J. Polich, Decommissioning Project Manager, NASA.

NASA confirmed plans to fund the decommissioning of the reactors and to submit a decommissioning plan by the end of calender year 1999. Also, the content of the decommissioning plan and environmental report were discussed and some examples were suggested to NASA.

The extent of the licensed facility that requires decentamination to. allow license termination was discussed, as well as the limitations on work prior to an NRC authorization to decommission the facility. This issue will be pursued by NASA and NRC project managers for the decommissioning.
