ISSUANCE OF INSPECTION REPORTS (REGIONAL TIMELINESS)
FOR APRIL 1986 A review of records of enforcement letters and inspection reports sent from the Region III offices during the month of April 1986 shows the following statistics. These statistics are based on those reports received in TSS from April 1, 1986 through May 15, 1986.

REMARKS:
One routine assist inspection, conducted by Mr. Scheibelhut for DRP, Clinton (86-026) was issued on April 17, 1986.
These Four SALP included reports(86001; Braidwood with final appendices 86001), were issued Byron (86001), LaSalle during(April 1986.85001; 85001),
and Zion (85001; 85001).
A team inspection conducted by Mr. Wilson and other personnel from I&E for Davis-Besse (86010) DRS, was issued during April 1986.
Perry (86007) DRS was issued April 27, 1986. This report took 41 days to dispatch. This was primarily due to .the detailed NRC review of allegations' from Reserve Alliance.
Two DRSS Emergency Preparedness Exercises were conducted during April. Thest.

MAY 21 tb6 After a review of information sent to TSS from Mr. B. Stapleton, it was concluded that no Escalated Enforcement reports were issued to the licensees during April 1986. However, five Escalated Enforcement packages were sent to Headquarters during the month. These included Callaway (DRSS) mailed on April 30, 1986, Davis-Besse (DRP) mailed on April 29, 1986, Allied Chemical (DRSS) mailed on April 17, 1986, Fermi 2 (DRSS) mailed on April 17, 1986, and Zion (DRP) mailed on April 15, 1986.
The cumulative average for dispatch of enforcement letters for the entire
! region during April 1986 was 14.60 days. With the addition of 40 inspections which resulted in the issuance of NRC form-591s, the overall average for dispatch of enforcement correspondence was 11.25 days. The average for reactors reports was 19.67 days.

CRITERIA FOR CALCULATING THE MONTHLY TIMELINESS REPORT
' The U.S. Atomic Energy Comission Directorate of Regulatory Operations, Chapter 1000 Documentation and Distribution, Regulatory MC 1005-11, Operations Manual. Timeliness of Issuance, states; " Final inspection rep be issued as soon as practible. For those cases in which Regional Office action is taken, the reports should be sent to the licensee within 20 days after completion of the inspection. For those cases sent to Headquarters for enforcement action, the inspection report should be forwarded to Headquarters within 20 days after completion of the inspection. Draft inspection reports are not " issued" in the true sense of the word; rather, these reports will be prepared, reviewed and filed within the 20 day limit."
Based on above guidance, the following criteria has been established for calculating the averages for the monthly timeliness of reports.
- 1. Overall office average includes DRS, DRP and DRSS.*
- 2. Escalated Enforcement Reports will be calculated from the last date of inspection to the date draft is dispatched to Headquarters. These reports are not added in the divisional breakdowns nor overall office averages. However, these reports are noted in the Remarks paragraph and in a second table by number of reports Division, number of items, and average days to dispatch.
- 3. SALP Reports are usually calculated from the date of the licensee's written response to the SALP report through the date the appendix is issued. In such cases where a written response is not received, nor necessary, timeliness calculations begin 30 days after the meeting with the licensee until issuance of the meeting sumarization (appendix). SALP reports are not noted in the divisional breakdowns, nor are they added in the overall averages, however, they are listed in remarks.**
- 4. Emergency preparedness appraisal inspections are calculated in the same manner as escalated enforcement packages (i.e., from last date of inspection to date dispatched to HQ). However, these reports are added in the divisions' and office averages.
- 5. A graphical representation of the averages and trends will be posted for view on the TSS/DRP statistical board, located on the second floor in the
- hallway of the northeast side of the bui.1 ding (DRP).
