1985 Padiological Dnergency Exercise
Dear Mr. Johnsoa:
The referenced letter transmitted a copy of the Federal Dnergency Managenent Agency (FEMA) evaluation of the November 20, 1985 exercise of the Radiological Dnergency Response Plans of the State of Kansas and Coffey County for Wolf Creek Generating Station.
The evaluation identified a deficiency which required corrective action and several inadequacies which required a schedule of corrections, both of which were due within 60 days fran the date of the report.
As a result of the 1985 exercise evaluation, a remedial exercise was corxlucted with Anderson County and successfully completed on April 3,
- 1986, within the required time period.
FEMA's evaluation of the remedial Exercise stated that the requirements of the remedial exercise were adequately completed and that the deficiency will be closed once the procedures provided at the remedial exercise are reviewed and determined adequate.
FEMA's evaluation of the recedial exercise is attached.
Additionally, the schedule of corrections for the inadequacies was subnitted to FEMA by the State of Kansas on April 4, 1986.

SUBJECT:
Remedial Exercise Ccnducted April 3, 1985, at the Garnett City Reception / Relocation Center As a result of the deficiency identified during the November 20, 1985, exercise of the Wolf Creek Generating Station, a remedial exercise was conducted April 3, 1986, at the Garnett City Reception / Relocation Center.
Corrective actions consisted of preparing detailed procedures for monitoring and decontamination, providing training in monitoring concepts and procedures, and having prospective monitors demonstrate their response capabilities.
These requirements were adequately completed.
Written procedures for monitoring and decontamination were provided.
Monitors received appropriate training in both monitoring and decontamination concepts.
Consequently, these functions and procedures were adequately demonstrated.
Two teams were utilized; each monitoring three individuals.
Procedures for disposition of contaminated articles were also demonstrated. Decontamination of evacuees, equipment and vehicles was not actually demonstrated. However, the procedures for performing this function were throughly discussed.
The written procedures for monitoring and decontamination, provided at the exercise, vill be reviewed by the appropriate Regional Assistance Committee (RAC) member for appropriateness.
This deficiency will be closed when this review is completed and the written procedures are determined to be adequate.
