SUBJECT:
SEABR00K'S FINANCIAL DIFFICULTIES AND THE IMPACT ON LICENSING ACTIONS AND PLANT ACTIVITIES This is the fourth report on my observations of Seabrook's financial difficulties and the impact on licensing actions and plant activities.
My report includes consultations with PTSB (Petersen) and the Seabrook RI (Ruscitto).
In my last three reports, I stated that there was little to conclude that a reduction was taking place in funding to support licensing actions.
Nothing has char.ged since those reports to make me change my conclusion.
In fact, indications are that the increase in site activities are such that overtime use is still on the increase. Also, the number of contractors on site is increasing. The increase in site activities is consistent with the plent's initiation of heatup preparations.
