(b): Letter from I.M. Johnson to T.E. Murley dated November 20, 1987.

Dear Mr. Murley:

In Reference (a), Commonwealth Edison requested an Exemption Request 10.0 "Hot Shutdown Repairs (fuse replacements)". This exemption had requested that fuse replacement be allowed in order to preclude spurious operation of the RCIC inboard steam supply isolation valve.

In Reference (b), Commonwealth Edison withdrew the request for fuse replacement and in its place, proposed a revised exemption request. The revised exemption eliminated the need for fuse pulling to defeat spurious operation of the RCIC valve. The other fuse replace-ment exceptions in Section 10.0 were still valid.

It had been determined at that time, that a hot shutdown repair was not required, as a result of a non-Appendix R related modification which was to have been completed during the ongoing Quad Cities Fall 1987 outage and during the Spring 1988 refueling outage for Unit 2.

The schedular exemption was requested via Reference (b) for l

the period of time during which the Unit 2 modification was not cotapleted.

Reference (b) also described an interim compensatory measure for the period of time until the modification had been completed.

Murley June 13, 1988 The purpose of this letter is to inform you that the Quad cities Unit 2 modification (for which schedular exemption had.been requested) was completed and released for operation on May 13, 1988. As the modification has been completed, we are suspending the use of the interim compensatory measure.

Additionally, as the modification has been completed, schedular exemption is no_ longer required.
