Joseph H. Farley Nuclear Plants Units 1 and 2 ASC0/NAHC0 Environmental Seals Commitments During the Environmental Qualification (EO) inspection at Farley Nuclear I

Plant, the NRC Staff expressed a concern about the lack of cable entrance seals on ASCO solenoid valves (SOVs).

Alabama Power Company has conferred with tne NRC Staff on several occasions to discuss its position that the as-found configuration of the ASCO valves was (and remains) envitonmentally qualified. The Staff has requested, and Alabama Power Company has agreed by letter dated May ll, 1988, that the Company vill submit a letter by October 24, 1988, to the Staff which describes the Company's proposed future action.

Since the February 4, 1988 inspection report, the environmental qualification of ASCO solenoid valves without cable entrance seals has been considered a technically unresolved item.

During the same inspection, concern was expressed by the NRC Staff that APCo's qualification documentation of the Chico A/Raychem seals for NAHC0 limit switches was incomplete. This concern was later escalated to a regulatory violation and made a part of a proposed imposition of civil penalty dated August 15, 1988.

The proposed civil penalty cited Alabama Power Company with failure to establish qualification for moisture intrusion seals on the reactor head vent solenoid valves and the limit svitches (both inside and outside containment).

In compliance with its earlier commitment regarding ASCO solenoid valves, and as a further explanation of its position regarding Chico A/Raychem seals, Alabana Pover Company provides the following:

Alabama Power Company continues to consider ASCO solenoid valves environmentally qualified without cable entrance seals and Raychem/ Chico seals environmentally qualified on NANCO limit svitchec. Alabama Power Company is currently preparing responses to the alleged violations contal:ed in the Notice ci Violation and Proposed Imposition of Civil Penalty dated August 15, 1988, which includen the alleged violation regarding NANCO environmeMal seals.

Nuclear Regulatory Commission Page 2 Vithout vaiving this position, however, Alabama Power Company, as it has previously committed, has replaced Raychem/ Chico seals that vere installed on environmentally qualified NAHC0 EA-180 limit switches inside the Unit 1 Containment with NAHC0 EC-210 connectors.

Alabama Pover Company vill similarly upgrade all environmentally qualified NANCO EA-180 limit switches inside Unit 2 Containment (which are listed in Attachment 1) no later than startup from the Unit 2 sixth refueling outage. Additionally, Alabama Pover Company hereby commits to install NAHC0 EC-210 connectors qualified to the requirements of 10CFR50.49 on those environmentally qualified NAHC0 limit switches in the main steam valve roo.e, (which are listed in Attachment 2) during the Unit I ninth and Unit 2 sixth refueling outages unless NRC concurrence with Alabama Power Company's position can be obtained prior to installation.

In addition Alabama Power Company vill add fuses to the electrical circuitry of certain limit switches and therefore the third item of the May 11, 1988 letter with regard to expediting investigation and resolution of identified ground conditions on the 125VDC Auxiliary Building battery system vill no longer apply.

Further, and again without vaiving the above position, it is Alabama Power Company's plan to install Conax ECSA cable entrance seals qualified to the requirements of 10CFR50.49 on those ASCOs listed in Attachment 3 during the Unit I ninth and Unit 2 sixth refueling outages, unless NRC concurrence with Alabama Power Company's position can be obtained prior to installation.

This proposed action plan received verbal concurrence from Mr. D. H.

Verrelli of the NRC Region II staff during a telephone conversation on October 14, 1988.
