SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 72 TO FACILITY OPERATING LICENSE N0. NPF-12 SOUTH CAROLINA ELECTRIC & GAS COMPANY SOUTH CAROLINA PUBLIC SERVICE AUTHORITY VIRGIL C. SUMMER NUCLEAR STATION, UNIT NO. 1 DOCKET N0. 50-395

1.0 INTRODUCTION

By letter dated February 10, 1988, South Carolina Electric & Gas Company submitted a request for changes to the Administrative Section 6.0 of the Virgil C. Summer Nuclear Station, Unit No. 1, Technical Specifications.

The purpose of the proposed change is to establish clear and independent access to senior management regarding matters of nuclear safety.

Speci-fically, Section 6.5.2, "NUCLEAR SAFETY REVIEW COMMITTEE (NSRC)," is proposed to be modified to indicate that the Executive Vice President, Operations now has an integral role in the NSRC.

Under 6.5.2.2, "COMPOSITION," and 6.5.2.3, "ALTERNATES," it is now proposed that the Executive Vice President, Operations, in consultation with the Vice President, Nuclear Operations, shall appoint the snairman and the other membcrs of the NSRC and their alternates.

Presently, these individuals are appointed by the Vice President, Nuclear Operations.

Under 6.5.2.8, "AUDITS," the Executive Vice President, Operations, is proposed to be added to the list of entities with the authority for determining any area of unit operation appropriate for an audit for which NSRC shall have cognizance.

Under 6.5.2.9, "AUTHORITY," it is now proposed that the hSRC report to the Executive Vice President, Operations, rather than to the Vice President, Nuclear Operations, as in the present TS.

It is also proposed under 6.6.2.10, "RECORDS," that the records of NSRC activities be forwarded to the Executive Vice President, Operations, in addition to the Vice President, Nuclear Operations.

l 2.0 EVALUATION The NRC staff has reviewed the licensee's proposal to modify Sectinn 6.5.2 of the TS to indicate that the Executive Vice President, Operations, will now have an integral role in the NSRC. The staff finds it appropriate that the Executive Vice President, Operations, appoint the Chairman and the l

members and their alternates to the NSRC.

Accordingly, the staff finds it appropriate that the Executive Vice President, Operations, be added to the list of entities with the authority for determining any area of unit operation appropriate for an audit, that the individual occupying this l

position be forwarded the records of the NSRC activities, and that the NSRC report to the Executive Vice President, Operations.

3.0 ENVIRONMENTAL CONSIDERATION

This amendment changes recordkeeping, reporting or administrative procedures or requirements. Accordingly, this amendment meets the eligibility) criteria for r ;ategorical exclusion set torth in 10 CFR 51.22(c)(10.

Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

4.0 CONCLUSION

The Commission has issued a "Notice of Consideration of Issuance of Amendment to Facility Operating License and Proposed No Significant Hazards Consideration Determination and Opportunity for Hearing" which was published in che Federal Register on March 23, 1988 (53 FR 9515) and consulted with the State of South Carolina.

No public comments or requests for hearing were received, and the State of South Carolina did not have comments.

r The ttaff has concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
