Dear Mr. Churchill:
This is in response to your letter of May 13, 1986, discussing compliance with the Licensing Board's orders of April 29, 1986 and May 5, 1986 dealing with required revisions to the offsite emergency plans for Plant Vogtle.
You state that the revisions called for by the April 29 order will be provided to Staff and FEMA by June 16, 1986 and those required by the May 5,1986 order will be given to Staff and FEMA by July 1,1986. The respective dates for their verifications by Staff and FEMA are June 30, 1986 and August 4, 1986.
You further advise that the next full revision of the state and local plans for the Vogtle EPZ is scheduled for early Fall 1986, when the revisions can be incorporated in the full plans.
The Licensing Board deems that the foregoing arrangements, if complied with, will satisfy the requirements of the Licensing Board's orders, provided that the Applicants notify the Licensing Board when, in the Fall of 1986, the revisions have been incorporated in the full plans.
At about the time you were sending your letter to the Licensing Board, we issued on May 12, 1986 and served on May 13, 1986, MEMORANDUM AND ORDER (Ruling on Motion for Summary Disposition of Intervenor's Contention EP-1/EP-1(a)/EP-2(b) (24-hour Staffing of Burke County ENN Link)). Like the order of May 5, 1986, it requires certain revisions to the offsite emergency plans to be made and verified by Staff and FEMA by August 4, 1986. We assume you will handle these revisions in the same manner you indicated you would in complying with the May 5,1986 order.
Please advise whether our assumption is correct.
