"Operator Power Stations", of Nuclear Re requires utilities that desire to apply for dual unit licenses for its operators provide the NRC with a plan for the rotation of Ilcensed operators, i.e.,
reac tor operators (R0s) and senior reactor operators (SR0s), between units.
The plan should also include any measures taken to ensure that the licensed operators are qualified to rotate between units.
1 Licensed operators at Plant Yogtle who have dual unit licenses will be kept qualified to assume shift duties on either unit.
This will be possible because of the design similarities of the units and administrative controls which will ensure that shift personnel maintain cognizance of the status of both units. The following paragraphs provide details of how this will be done:
1.
The design of Plant Yogtle's units is very similar.
The number of dif ferences between the units is small.
The physical layout of the control board and control rooms is almost identical from the licensed operators perspective.
Because the units are virtually the same, the licensed operators will easily be able to rotate between the units without significant refamiliarization.
2 The On-Shift Operations Supervisor (OSOS) conducts a comon shift briefing every shift turnover.
Licensed operators assitried to the shift including the SR0s, R0s, and the non-licensed operators (NL0s) 3ttend the briefing.
The briefing gives the aforementioned operations personnel an overview of the status of both units.
Major evolutions that will affect either unit and evolutions that will affect both units are covered in detail. A shift 3
briefing book is used to ensure that special topics of interest pertaining to the operation of the units are covere-1 by each of the shifts.
3.
The units will have commo-nrocedurer and Technical Specifications.
The administrative, emergency, and unit 9perating procedures will be common.
Except for three abnormal operatt'ig procedures, some of the system operating procedures and a few of the surveillance procedures, these typet of procedures will be comon.

Shift turnover is directed by turnover procedures that require an extensive review cf the unit by the licensed operators.
The detailed nature of the turnover procedure provides necessary refamiliarization with the unit.

The OSOS will review the unit control and shift supervisor logs for both units.
That individual is responsible for the safe and efficient operation of both units.
Licensed operators will be assigned to one unit or the other at the discretion of the OSOS to ensure that shift manning is appropriate and meets the requirements of the Plant Vogtle procedures.
Licensed operators may be rotated between units as necessary to meet these requirements provided that the reviews described above are completed.
It is expected that licensed i
operators will rotate between units on a routine basis.
A review will be perfonned on an annual basis to ensure that licensed operators who hold a dual unit license are routinely and regularly rotated between the units.
The review will ensure that, as a minimum, approximately 20% of a licensed operator's on-shift time would be spent on each unit (i.e., no less than a 20"./80% split between unitt).
If an individual has nat met this criteria, action will be taken to adjust the individual's schedule to achieve at least 20% during the following year.
