Letter from NuScale to NRC to NRC, NuScale Power, LLC Submittal of the NuScale Standard Plant Design Certification Application, Revision 4.1, dated June 19, 2020 On May 11, 2020, NuScale discussed with the NRC staff the potential need to submit a revision to the Environmental Report (ER), Reference 1, due to recent design changes that prevent postulated boron redistribution scenarios. The discussion was conducted as part of the NRC audit of these design changes, Reference 2. The design changes are described in Revision 4.1 to the Design Certification Application (DCA), Reference 3. As a result of the meeting, NuScale is submitting this letter to document our evaluation of the potential need to revise the ER to reflect those design changes.

The boron redistribution design changes have been evaluated for their effect on the ER.

NuScales evaluation concluded that the effect on the ER is limited to editorial changes associated with event sequence numbering and event descriptions for consistency with the Final Safety Analysis Report (FSAR) Chapter 19 changes that were included in DCA Revision 4.1. The ER is unaffected in terms of the following:

x changes to risk significant systems and components x

addition or removal of postulated severe accident management design alternatives (SAMDAs) x changes to the screening category of any SAMDA x

change to the maximum benefit value

Minor potential changes are maintained by NuScale and will be included in the ER, if a revision becomes necessary in the future.
