It is wholly in violation of section 106 of the National Historic Preservation Act/NHPA for the entire 144 pages from Appendix C of the Holtec Environmental Report to be completely redacted. Many, many details about two historic or cultural properties referenced elsewhere in the Environmental Report are redacted in Appendix C. Thus, the public cannot decide whether cultural resources are eligible for nomination to the National Register of Historic Places. Furthermore, the public cannot determine whether or not required consultations have occurred about mitigation measures being available if the properties are destroyed.

Yes, it is true that elsewhere in the Environmental Report/ER two historical properties were pointed at that may be directly affected by the Holtec nuclear project. But, the properties are not named nor their locations identified. The public cannot consider at all whether they should be eligible for the National Register of Historic Places.

These are very important issues or at least should be considered so. Have you no respect for Native Americans, their history and their properties and artifacts? IF you do, I am sure there are sections in Appendix C that will be unredacted and then released anew for public perusal and so we can comment on the preservation of Native American properties and artifacts. All in a timely fashion.
