VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND, VIRGINIA 23261 June 29, 2020 ATTN: Document Control Desk U.S. Nuclear Regulatory Commission Washington, DC 20555-0001 Serial No.:

NRA/ENC:

Docket No.:

License No.:

20-238 RO 50-338 NPF-4 VIRGINIA ELECTRIC AND POWER COMPANY (DOMINION ENERGY VIRGINIA)

NORTH ANNA POWER STATION UNIT 1 WITHDRAWAL OF INSERVICE INSPECTION ALTERNATIVES N1-I5-NDE-003 AND N1-96-NDE-004 Pursuant to 10 CFR 50.55a(z)(1), Virginia Electric and Power Company (Dominion Energy Virginia) submitted for approval two alternatives to the requirements of the American Society of the Mechanical Engineers (ASME) Boiler and Pressure Vessel (BPV)

Code,Section XI for North Anna Power Station Unit 1 (NAPS1):

1. Alternative N1-I5-NDE-003, "Steam Generator (SG) Cold Leg Nozzle to Safe End Dissimilar Metal (DM) Welds Examination Extension," dated March 19, 2020.

[Agencywide Documents Access and Management System (ADAMS) Accession No. ML20087G307]

2. Alternative N1-I5-NDE-004, "Request for Alternative from Reactor Pressure Vessel Closure Head Examination Frequency Requirements," dated March 19, 2020. [ML20087M172]

Alternative N1-I5-NDE-003 proposes a one-time extension of the volumetric examination requirements of Code Case N-770-2, "Alternative Examination Requirements and Acceptance Standards for Class 1 PWR Piping and Vessel Nozzle Butt Welds Fabricated with UNS N06082 or UNS W86182 Weld Filler Material With or Without Application of Listed Mitigation Activities," Table 1, Inspection Item B, from an interval not to exceed 7 years to a one-time interval of approximately 9 years. This alternative would allow examination of the SG Cold Leg Nozzle to Safe End DM welds in conjunction with the SG Hot Leg Nozzle to Safe End weld examination required during the spring refueling outage (RFO) in 2024 (N1R30).

Alternative N1-I5-NDE-004 proposes the inspection interval defined in ASME Code Case N-729-4, "Alternative Examination Requirements for PWR Reactor Vessel Upper Heads with Nozzles Having Pressure-Retaining Partial-Penetration Welds," Inspection Item B4.40 for Reactor Vessel Closure Head (RVCH) nozzle and partial penetration welds of

Serial No.: 20-238 Docket No.: 50-338 Withdrawal of Alternatives N1-I5-NDE-003 and N1-I5-NDE-004 Page 2 of 3 Primary Water Stress Corrosion Cracking (PWSCC)-resistant materials be extended from once every 10 years to once every 20 years.

Code Cases N-770-2 and N-729-4 have been revised and the new revisions, N-770-5 and N-729-6, respectively, were recently incorporated by reference in 10 CFR 50.55a.

Code Case N-770-5 extends the inspection frequency for cold leg temperature OM butt welds greater than 14-inches in diameter to once per inspection interval not to exceed 13 years. Code Case N-729-6 allows Inspection Item 84.40 to be re-examined once every 20 years. These revisions render the previously submitted alternatives unnecessary, therefore Dominion Energy Virginia hereby withdraws Alternatives N1-I5-NDE-003 and N1-I5-NDE-004.
