The Missouri Department of Natural Resources (Department) appreciates the opportunity to review the Draft Environmental Impact Statement (EIS) for Holtec Internationals Consolidated Interim Storage Facility Project. The Department offers the following comments for consideration.

  • In section 1.3.1, NRC discusses how The Nuclear Waste Policy Act of 1982 required the Federal government to site, build and operate a geologic repository for high-level radioactive waste and spent fuel by the mid-1990s. However, multiple factors have contributed to delays and it is now predicted that a repository may be available by 2048.

NRC does not discuss what would happen if delays continue and a permanent repository does not become available by the end of the lifespan of the Holtec International Interim Storage Facility.

  • In section 2.2.1.2, NRC mentions the proposed Holtec HI-STORM UMAX Storage System would be capable of storing the spent nuclear fuel (SNF) from all existing SNF storage systems. However, it then says the storage cavity is large enough to accommodate almost every canister type in use in the United States. NRC should include a discussion on how Holtec will address canisters too large for the storage cavity.
  • Section 2.2.1.7 does not currently address radiological or rail safety inspections of the waste. Some states, including Missouri, have statutes that allow for inspections on shipments that exceed a certain level of radioactivity. The EIS should include a discussion of how inspections would occur during transit, and how the site will coordinate with states that perform inspections.
